About the Initiative
The City Council of City of National City continues to focus on and prioritize efforts on housing for all National City residents. A large focus has been to curb the ongoing housing affordability crisis that deeply impacts our community. Housing production rates across the county especially, in National City, have not kept pace with population growth and demand at all income levels. As a result, purchase and rental prices of housing that are disproportionately high for households, especially for those households who fall within the extremely low-, very low-, low-and-moderate-income categories.
The Housing Authority leverages surplus property in accordance with the Surplus Land Act, which requires that publicly owned land first be offered up as affordable housing. Once a property is determined feasible for affordable housing, it is declared surplus by the Housing Authority and a Request for Proposals, known as an "RFP" to select the affordable housing developer is released. Potential developers then respond through the RFP process.
Once selected, the developer then begins submitting competitive financing applications to local and state agencies for funding of the development site. The time it takes to secure financing and entitlements is typically three to five years, with construction beginning afterward, taking approximately two years to complete.
