The National City Housing Authority administers the Community Development Block Grant (CDBG) and Home Investment Partnerships Act (HOME) program funds, received by the City of National City as a direct entitlement from the U. S. Department of Housing and Urban Development (HUD). The CDBG and HOME programs are primarily designed to assist low- to moderate-income households by providing affordable housing, revitalizing neighborhoods, and creating employment opportunities through economic development.
For National City to qualify for its CDBG and HOME entitlement funding, it must comply with an array of statutory and regulatory requirements, such as the development of the: Five-Year Consolidated Plan, Analysis of Impediments to Fair Housing Choice, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report. HUD requires that jurisdictions receiving CDBG and HOME program funding take actions to affirmatively further fair housing choices. Jurisdictions must report on such activities by completing an Analysis of Impediments to Fair Housing Choice (AI) every three to five years, aligning with the Con Plan schedule. In general, AI reviews the impediments to fair housing choice in both the public and private sectors. The purpose of the AAP is to review and update those assessments presented in the Con-Plan; to inventory resources that will be available during a given program year (fiscal year) and to identify the specific actions that will be taken in that program year to meet the city’s Housing and Community Development needs, and to implement the strategies outlined in the Con Plan. The AAP was submitted to HUD annually prior to May 15th.
In accordance with the federal regulations at 24 CFR, Part 91, the City of National City must prepare and submit an Annual Action Plan for its Housing and Community Development Programs to the U.S. Department of Housing and Urban Development (HUD).

As required by The Housing and Urban Development (HUD) Code of Federal Regulations (CFR) for the Consolidated Plan (24 CFR Part 91 Sec. 91.105), the City must adopt a Citizen Participation Plan (CPP) setting forth the City’s policies and procedures for citizen participation. This CPP establishes standards for the City to provide for and encourage citizens and entitlement grant beneficiaries to participate in the planning, executing, and evaluating the Con Plan, the AAPs, and the CAPERs.
In addition, HUD Final Regulations for the Assessment of Fair Housing (AFH) requires the City to adopt a Community Participation Plan (CoPP) setting forth the City’s policies and procedures for the solicitation of views and recommendations from members of the community and other interested parties, consideration of the views and recommendations received, and incorporation of such views and recommendations into decisions and outcomes (24 CFR §5.152). Generally speaking, the CoPP policies and procedures mirrored those of the CPP, including HUD-provided data and other supplemental information requirements and required consultation with other public and private agencies.
This Citizen and Community Participation Plan (CCPP) merges the federal requirements of the CPP and the CoPP.

At the close of each fiscal year (program year), the City must submit a CAPER to HUD by September 28. This report illustrates the actual accomplishments achieved during the program year. The CAPER allows HUD, local officials, and citizens to assess the use of available resources and assess the efforts to achieve the goals and objectives identified in the Con Plan, AI, and the AAP.
To qualify for CDBG and HOME Program funding, local jurisdictions must comply with an array of statutory and regulatory requirements. One such requirement involves developing a Five-Year Consolidated Plan (Con Plan) that identifies specific Housing and Community Development needs, priorities, goals, and strategies. The Con-Plan must also stipulate how funding will be allocated to address these stated housing and community development needs.
The Con Plan was developed in accordance with Sections 91.100 through 91.230 of HUD’s Consolidated Plan regulations, and it was designed consistent with the City’s General Plan, particularly the Housing Element. In addition, the Con-Plan was developed with an extensive public participation process that involved community stakeholders, housing and service providers, community leaders, city departments, and National City residents.
The City of National City has been allocated HOME-American Rescue Plan Act (HOME-ARP) funding from the U.S. Department of Housing and Urban Development (HUD) to serve individuals and families that meet of the qualifying populations as defined in the CPD Notice 2021-10 through the development of affordable rental housing.

To ensure broad input into the HOME-ARP Allocation Plan from stakeholders and the public, the City engaged in consultation with stakeholders and the public, including a virtual consultation session, a survey of stakeholders, a 15-day public comment period, and a public hearing.

Executive Summary
As a recipient of federal funds, the City of National City (“City” or “National City”) is required to make reasonable efforts to provide language assistance to ensure meaningful access for Limited English Proficiency (LEP) persons to the City’s projects. “Project” is defined as a program, activity, development, acquisition, capital improvement, plan, and the administration of said project(s). “Meaningful access” is defined as language assistance that results in accurate, timely, and effective communication and is available at no cost to the LEP individual. Executive Order 13166, “Improving Access to Services for Persons with Limited English Proficiency,” Title VI of the Civil Right Act of 1964, provides the basis for these requirements.
To ensure the appropriate targeting of resources, the City conducted a “Four Factor Analysis” in accordance with U.S. Department of Justice LEP guidance, evaluating:
- The number or proportion of LEP persons in the population to be served.
- The frequency with which LEP persons come into contact with the project.
- The importance of the project.
- The resources, financial and human, available to the City. The analysis was conducted in the context of “safe harbor” thresholds provided by the U.S. Department of Housing and Urban Development
After determining the applicable language groups that may require LEP assistance, a review of federally funded projects was conducted, along with the relationship of those projects to the target populations. A final analysis was then conducted to determine available staffing and other resources to meet LEP needs for translation services.
A Language Access Plan was then developed, focused on the provision of translation and interpretation services to LEP individuals who speak the following languages: 1) Spanish, and 2) Tagalog.
Through the Language Access Plan, the City commits to providing language assistance efforts that include, but are not limited to the following:
- Providing free oral interpretation services at public hearings and at facilities where the City provides federally funded projects;
- Upon request, ensuring the translation of materials deemed vital for each federally funded project; and
- Providing notices to LEP persons advising them of the availability of free translation and interpretation services by the City.

The City distributes its CDBG and HOME entitlement funds through a process known as the Annual Action Plan. CDBG Program funding is announced through a Notice of Funding Availability (NOFA). HOME funding and CHDO applications can be applied for at any time by requesting an application. At least once per year, usually during the CDBG NOFA process, the annual HOME entitlement funds are announced.
