The National City Housing Authority, administers the Section 8 Housing Choice Voucher (HCV) Program for eligible low-income households and seniors that either 'live or work' in National City. It is a federally funded program under the U.S. Department of Housing and Urban Development (HUD) which enables participants to obtain decent, safe, and sanitary housing.
If a participant/family meets income and other eligibility guidelines, their name is placed on the waiting list. The waiting period may be anywhere from eight (8) to ten (10) years. When funds become available and the family’s name has reached the top of the waiting list, an interview and evaluation is conducted. Housing Authority staff inspects all assisted units to ensure that they are in decent, safe and sanitary condition at initial lease-up and during the annual recertification process.
Property owners receive a fair market rent for their units. Families pay their landlords approximately 30% of their income for housing. Section 8 pays the difference directly to the owner.

The proposed Annual (FY 2019 - 2020)lan andHousing Choice Voucher Program Administrative Plan will be heard and approved on April 2, 2019. The referenced plans and policies will be effective July 1, 2019 to June 30, 2020 and is available to the public on the City's webpage www.nationalcityca.gov and at the following locations:

You must be either a low-income senior citizen 62 years of age or older, a low-income disabled individual, or a low-income family with dependent child(ren), wherein the head of the household or spouse lives or works in National City.
You must live or work in the City Of National City.
Your household’s annual gross income must be at or below 50% of San Diego Area Median income (AMI).

Federal (HUD) Income Targeting: Federal regulations require that 75 percent of all new participants each year have extremely low incomes, which is equal to or less than 30 percent of the county median income (see Area Median Income (AMI) chart). Therefore, the wait time may vary depending upon your income.
