Application for the development and operation of a multi-use retail gas supplier providing hydrogen fueling station for heavy-duty commercial vehicles, propane bulk storage and dispensing operations, industrial gas retail sales and warehousing, and administrative offices for customer service and distribution operations. The business will be located at 2100 Haffley Avenue which is an 88,880 square-foot industrial site, with an existing 24,000 square-foot warehouse building. The remaining area is a paved outdoor loading yard. Development of the site includes the addition of an above ground 30,000-gallon horizontal propane tank with associated dispensing equipment and a hydrogen fueling station that includes 6,500 kg of liquid hydrogen storage.

Proposal for a five-unit multi-family residential building, including a Zone Variance for less than required street frontage. The proposed development requires the existing single-family zoning to be changed to a zone that permits multi-family dwellings. For consistency with the existing development pattern and zoning in the area, the applicant has included five neighboring properties with this request. The applicant is requesting the Zone to be changed from RS-2 (Small Lot Residential) to MXC-1 (Minor Mixed-Use Corridor).

Proposal to construct a fuel transfer facility within the BNSF Railway railroad right-of-way (ROW) and BNSF-owned property located west of the 1800 block of Cleveland Ave. and north of W. 19th Street north to Civic Center Drive.
 
The application is currently in the review stage. However the applicant has prepared a Notice of Preparation (NOP) for a Draft Environmental Impact Report (EIR) under the California Environmental Quality Act (CEQA). SCOPING MEETING: Pursuant to PRC Section 21080.4(b), the lead agency is hosting a scoping meeting on Thursday, May 23, 2024, from 6 p.m. to 8 p.m. to present the project and solicit comments. The public scoping meeting will be held at the National City Public Library Community Room located at 1401 National City Blvd.

DRAFT ENVIRONMENTAL IMPACT REPORT REVIEW AND COMMENT PERIOD:  The City has established a 54-day public review and comment period from December 6, 2024 to January 29, 2025. During this period, the Draft EIR will be available for review, of for purchase at the cost of reproduction, at the City of National City Planning Department at 1243 National City Blvd. City Hall hours are 7:00 a.m. to 6:00 p.m. Monday through Thursday. Documents may also be accessed at the State Clearinghouse (2024050468).

Comments on the DEIR can be made in writing before the end of the public review and comment period and also in person at the Planning Commission meeting, which will be scheduled subsequent to routing and comment response period for the draft EIR. All written comments on the Draft EIR should focus on the sufficiency of the document in identifying and analyzing the potential impacts on the environment that may result from the proposed project, and the ways in which the significant effects are avoided or mitigated. Written comments must be submitted so as to arrive no later than 6:00 p.m. on January 29, 2025 to the following: David Welch, Associate Planner, Planning Department, 1243 National City Boulevard, National City, CA 91950. Following the close of the public comment period, the City will consider the draft EIR and comments thereto in determining whether to approve the proposed project. The City will prepare a Final EIR for consideration and certification by the Planning Commission.
