Advance Planning

Advance Planning considers the future development of the City. The following are National City’s major advance planning efforts: 

  • A General Plan is the primary long range planning document that guides the development of the City, typically for a period of 15 to 20 years. It establishes long-term policy for day-to-day decisions. 
  • The Housing Element, a chapter of the General Plan, analyzes housing needs in the community and defines goals for housing programs and affordable housing.  State law requires that it is updated every five years.
  • To augment the General Plan, the Council adopted a Five-Year Strategic Plan (PDF) in May of 2007. This five year plan provides programs to meet the goals and objectives of the General Plan.
  • The 150 acre Downtown Specific Plan represents a major effort to revitalize National City’s historic downtown area.  The Plan focuses on the central core, keying on the intersection of National City Boulevard and 8th Street where high rise residential and mixed use buildings are envisioned, with floor shops, offices and cafes lining the streets.  Farther from the intersection mid rise and townhouse residential is planned.  The plan provides opportunities for over 9,000 residential units, with over 3,000 dwelling units already approved for construction.
  • The Westside Specific Plan Area encompasses 97-acres comprising approximately 469 parcels.  The project area is bordered by W. Plaza Boulevard to the north, Interstate 5 to the west, 24th Street/Mile of Cars Way to the south, and Roosevelt Avenue to the east.  This Specific Plan will establish principles, programs and standards for land use, development and public improvements for Westside.  It is the result of a collaborative effort by the community, interested and concerned groups, and business owners to revitalize the Westside and improve the quality of life for its residents.  The purpose is to help achieve a healthy community and restrict development and land uses that do not meet the plan's goals. Transit oriented development will be encouraged where appropriate.
  • Another important long range planning document is the City’s Local Coastal Program (LCP) which was prepared in response to the California Coastal Zone Conservation Act approved by the voters of California in November of 1972.  All local governments within the coastal zone are required to prepare a Local Coastal Program consisting of land use plans, zoning ordinances, zoning district maps, and implementing actions National City’s coastal zone includes all the area west of I-5 and a small area east of I-5 south of 30th Street.  Major areas addressed in the LCP include public access, recreation, marsh preservation, visual resources, industrial development, and environmental hazards.  The two major components of the LCP are the Land Use Plan (PDF) and the Implementation document (PDF). 
  • In November of 1988 the City adopted the Harbor District Specific Area Plan (PDF).  This was a requirement of the City’s Local Coastal Program and focuses on that portion of the City’s coastal zone south of Bay Marina Drive.  The areas close proximity to Paradise Marsh, a unit of the Sweetwater Marsh Wildlife Refuge, requires that careful resource based planning occur.
