As of November 5, 2025, National City officially adopted the Tobacco Retail Ordinance (ORD 2025-2550). The ordinance includes rules for all tobacco sales, location restrictions for new retailers, updated penalties for violations, revised procedures for compliance inspections, and more. Upon program finalization, the Community Development Department has issued letters to all Tobacco Retailers in National City with information regarding the Tobacco Retail License and how to apply. The term of a Tobacco Retailer License is one (1) year. Licenses must be renewed on an annual basis.
Applying for a Tobacco Retail License
Tobacco Retailer’s may apply for the Tobacco Retail License by clicking here. Any questions related to the application can be directed to Planning Staff.
Upon receipt of a Tobacco Retail License application, the applicant will be contacted with more information regarding next steps for payment or if additional information is needed. The current fee for a Tobacco Retail License is $525.
Please note that all licensed premises are subject to an annual business inspection as well as a compliance check at least once per two-year period. Failure to conduct operations in compliance with National City’s Tobacco Retail Ordinance may result in fines and/or license revocation.
