Tobacco Retail Licensing Program

As of November 5, 2025, National City officially adopted the Tobacco Retail Ordinance (ORD 2025-2550). The ordinance includes rules for all tobacco sales, location restrictions for new retailers, updated penalties for violations, revised procedures for compliance inspections, and more.
