📝 Ways to Participate

1. Written Comments

  • Go to the HTML version of the agenda packet, click the relevant item, and use the orange “Leave comment” icon.
  • OR email your comment to:
    publiccomment@nationalcityca.gov
    (Subject line: agenda item name OR “general public comment”)
  • Deadline: 4 hours before meeting time.
  • Comments will be shared with the City Council and posted online, but not read aloud.

2. Live Public Comment (via Zoom)

  • Log into Zoom for Placement in the Queue
  • You'll receive a Zoom link via email.
  • You may join via phone or computer.
  • Each speaker gets up to 3 minutes
  • You will not be shown on video.
  • Microphones will remain muted until it’s your turn to speak
  • To speak raise your "Virtual Raised Hand" only when the item is before the City Council for public comment.  
  • Personal attacks, threats, or conduct that disrupts the orderly conduct of the meeting may be addressed pursuant to the City' Rules of Decorum, City Council Policy No. 103 Disruption Policy, and applicable law.

City of National City provides an opportunity for members of the public to address the City Council through virtual participation in accordance with applicable law.

  • By providing a first or last name or the last four (4) digits of your phone number is requested only as an identifier to assist the City Clerk in managing the public comment queue and calling upon speakers.  Providing this information is not intended to require disclosure of identity in order to participate in public comment.
  • The Mayor or Chair will determine the amount of time allotted for public comment, up to three (3) minutes per speaker.  Based on the number of speakers, the time allotted may be reduced to a minimum of one (1) minute per speakers to allow the City Council to receive public input while efficiently conducting the public’s business.
  • If you wish to speak on an agenda item and have not already registered in the queue, please use the Raise Hand feature when the item is before the City Council for public comment.
  • Please do not raise your virtual hand until the agenda item is called.  Speakers who have registered in advance or who raise their virtual hand during the public comment period will be called upon by the Mayor/Chair or City Clerk  or their designee.
  • All participants are expected to comply with the City of National City’s Rules of Decorum during the meeting.  The Mayor or Chair may enforce reasonable time, place, and manner rules to ensure the orderly conduct of the meeting while preserving the public’s right to address the City Council.
  • All public comment must be directed to the City Council should address matters within the jurisdiction of the City.  Personal attacks, threats, or conduct that disrupts the orderly conduct of the meeting may be addressed pursuant to the City’s Rules of Decorum, City Council Policy No. 103 Disruption Policy, and applicable law.
