The City of National City is a General Law City governed by a five-member City Council:

The Mayor is elected at-large to a four-year term.

Four City Councilmembers are elected by district (Districts 1–4).

District boundaries are redrawn every 10 years following the U.S. Census.

Municipal elections are held on the first Tuesday after the first Monday in even-numbered years.

In addition to presiding over the City Council, the Mayor also serves as the presiding officer for:

Housing Authority

Joint Powers Financing Authority

Successor Agency to the former National City Redevelopment Agency
🗂️ Role of the City Clerk in Elections
The City Clerk serves as the elections official and is responsible for:

Issuing and accepting nomination papers

Managing local measures
-
Publishing legally required election notices
-
Maintaining all campaign finance and conflict of interest filings as required by the Fair Political Practices Commission (FPPC)
