About the City Clerk’s Office

As of March 7, 2023, Mrs. Shelley Chapel became National City’s first appointed City Clerk, following the passage of Measure M in the November 8, 2022 election, which transitioned the position from elected to appointed by the City Manager.

The City Clerk’s Office plays a vital role in maintaining transparency, integrity, and public trust in local government. Serving as the official recordkeeper, the office is a neutral liaison between the public and city government, ensuring professional and accessible service.
