The U.S. Department of Housing and Urban Development (HUD) requires that jurisdictions receiving CDBG and HOME program funding take actions to affirmatively further fair housing choices. The City of National City operates under the U.S. Fair Housing Law (Title VII of the Civil Rights Act of 1968) and other federal and State of California housing laws which prohibit discrimination on the basis of sex, sexual orientation, race, color, religion, national origin, marital status, familial status (presence of children) or physical disability. The City strives to reduce housing discrimination in the housing rental, sales, lending, and insurance markets. To do this, CSA San Diego County will investigate report, monitor, and provide counseling to tenants and training to landlords on fair housing law. CSA also provides assistance to the City by promoting compliance of the Affirmative Fair Housing Marketing (AFHM) Policy by all HUD-assisted projects. City Council adopted the policy in March 2008 providing the policies and procedures to be followed by Sub-recipients, developers, owners, and sponsors participating in the development or management of HUD-assisted projects with five or more units. This requirement ensures that the affirmative steps and actions are taken to provide information and otherwise attract eligible persons in the housing market area to available housing without regard to race, color, national origin, sex, religion, familial status, or disability.
Additionally, HUD requires jurisdictions to complete an Analysis of Impediments (AI) every three to five years, in alignment with the Consolidated Plan schedule. In general, the AI is a review of the impediments to fair housing choice in both the public and private sectors. The City of National City participated in the San Diego Regional Analysis of Impediments to Fair Housing Choice for 2010-2015.
