The City of National City developer programs provide funding for affordable housing development for the acquisition, rehabilitation, new construction of rental and single family housing sponsored by private for-profit, not-for-profit and public housing authority developers.

 Rental Housing Development

The Rental Housing Development Program (RHDP) is designed to provide gap financing for a variety of affordable housing projects throughout the City of National City. The RDP described herein provides assistance in the form of junior mortgages with below-market interest rates, extended maturity dates, and other advantageous loan terms tailored to the particular needs of individual projects. Loan amounts and specific terms are determined on the basis of the projects’ cash flow and affordability, among other considerations. Use restrictions are established and monitored by the City of National City for all rental projects, and various other state and federal requirements must be met in order to use funding. These include, among others, completion of the environmental review process and use of Federal or State wage rates in some cases.

Single Family Development
The Single Family Development Program (SFDP) provides partial or “gap” financing to nonprofit and for-profit developers, public and tribal entities, and Community Housing Development Organizations (CHDOs) for the construction, acquisition and rehabilitation of single family homes in the City of National City. Depending on the funding source, units financed with funds must be affordable to households earning less than a percentage of the area median income adjusted for family size. SFDP provides junior mortgages with below-market interest rates, and other advantageous loan terms tailored to the needs of the projects. Funds may be used in combination with other down payment and closing cost assistance programs
